administrator without admin rights

Windows XP Home Edition service pack 2

When I am logged in with an adminstrative profile, I am, sometimes, told I
do not have administrative priviledges. I even stared in safe mode, logged in
on the administrative log in, still got the same denial. This happens when I
try to use regedit. Any solutions?

The error is often the result of malware. Make sure that your computer
is free of pests and malware. See here for instructions on how to
enable the registry tools:

Let me clarify my issue.
I don't get a message saying the the administrator has disabled resitry
editing.
When I tried to execute a .reg file to update a registry entry, I get a
dialog box telling me I do not have permission and must be logged in as
administrator.
I can run regedit and even search the resistry, I just can't edit anything.
The permissions menu choice is grayed out, also.

This was fixed at one time by deleting all users and creating new users.
(Control panel--user accounts)
