cannot export out html website to spreadsheet!!!

trying out a link for user here http://www.dbs.com/ratesonline/fxbra.html;
clicking else where to export it as spreadsheet but failed! after a checked
with 'administrator rigths' it's no problem at all. nothing has occurred if
changed its rights to 'user'... please help expert out there. thanks in
advance. by the way, don't ask me to change my user rights to
'administrator'...
