Dedicated Tf2 Server IP Issue

So, I've been trying to make my own dedicated ip tf2 server for the past day. I've worked with port forwarding and servers before (Minecraft, specifically) so I'm not completely dumb with this. But here.. I'm just stumped. I've set up the srcds (Or whatever it was called, forgot) and updated tf2, downloaded the files and stuff, have a basic server config, and the server works fine when I connect with my internal IP (begins with 192) I can connect, but when I try to join with my external IP (begins with 120) it just fails to connect. I've turned off firewall completely (It's just a dedicated server laptop, so I'm fine there) but it just won't do it. I'll provide anything that will help fix this.

I must disclose that I never setup a TF2 server (or any other game server for that matter).

But are you sure you setup the correct port forwards in your router? Refer Step 4 in the following guide:

Also, try an online tool like this to verify the Port forwarding:
