Change Analysis Diagnostic (KB924732)

I have just been reading the latest Technet magazine which has an article on
a Change Analysis Diagnostic tool (KB924732), which I thought looked useful.

I have downloaded the relevant Knowledgebase file
(WindowsXP-KB924732-x86-ENU.exe) but when I run it I get the message "Setup
has detected that the Service Pack version of this system is newer than the
update you are applying. There is no need to install this update." I note
from the documentation that the update is for Win XP SP2 whereas I have SP3.

I have been to the location where the magazine artice says that tool is
loaded once installed (c:\windows\pchealth\helpctr\binaries) and it is not
present, so it obviously did not come automatically with SP3.

Can you advise how (or even if) I can install this tool with SP3 in place?
The article certainly implies that it should work with SP3.

Thanks in anticipation.

Robert
