This newsgroup, along with 15 others was apparently created
a week or two ago as an experiment "bulk creation of obvious
newsgroups:" At least this appears to be the explanation
according to discussion in news:news.announce.newgroups

Actually, it hasn't been even that long; the first control message to
create this group was posted on the 12th.
