"Open links from other programs" option does not work

YW. Sit tight. I believe a colleague knows a fix for this and I've asked
him to reply to the thread.

I disabled the *Tabs* in IE7 soon after getting it as I didn't care for
them. So, I don't know if this will help or not. Some people using IE6 & IE7
had the problem where clicking on a link opened IE without a problem, but
clicking on a second link reused the same window. the fix I have was to open
in multiple windows. Perhaps from this you can rearrange it as per the OP's
wishes.

To open and minimize more than one link in OE at the same time, first close
Outlook Express:

In Internet Explorer: Tools | Internet Options | Advanced. Uncheck: Reuse
windows for launching shortcuts.

Close all programs. In Windows Explorer, or the Control Panel:

Go to Tools | Folder Options | File Types.
Scroll down to {NONE} Internet Shortcut and select it.
Click Edit or Advanced, depending on your Windows version.
Select 'open'.
Click Edit.
Uncheck: Use DDE

Reopen OE and it should now open more than one link at a time.

to OE/Outlook Express in Bruce's reply.

IOW, the following might be your fix:
