printer window is low to open

Blackmana

PC is on a domain but only has local printer installed. User clicks print in
any application and it takes 20-30 secs for printer window to open.
Everything works just really slow when it comes to this, only been doing this
for a few weeks. I have tried removing printer and reinstalling it, problem
persists.
